641 of the 651 awards here set no nationality condition, so a Moroccan passport is not what decides them. What decides them is the degree level, the subject, and whether your documents arrive before the window shuts.
France carries the most, with 59. Beyond that the awards spread across 84 other countries. None of them travels: an award pays for the country it names, so pick the destination first and work back to the money.
They tend to pay more — usually tuition plus something to live on — and they cost more to apply for in time. Expect one window a year, a nomination step or an embassy in the middle of it, and several months between applying and hearing back. Some also ask you to come home for a period after you graduate.
Six to twelve months before you want to start. Only 10 of these 651 awards publish a fixed date; the rest announce one cycle at a time, so the useful habit is checking the funder's own page rather than waiting to be told.
