The Türkiye Scholarships PhD Programme is a fully funded doctoral scholarship administered by YTB (Presidency for Turks Abroad and Related Communities) on behalf of the Turkish government. It provides international students with full support for doctoral study at Turkish universities, including a tuition waiver, a 9,000 TL monthly stipend, first-year dormitory accommodation followed by a housing allowance, health insurance, a return flight, and a one-year Turkish language course. It is one of the few government scholarship schemes globally that fully funds international PhD students without a field restriction.
The PhD track is designed for students who have completed a master's degree or equivalent and want to pursue doctoral research in Türkiye. Turkish universities have invested heavily in research infrastructure, and the scholarship positions Türkiye as a serious graduate research destination, particularly in engineering, natural sciences, Islamic studies, and social sciences. You can list up to 12 doctoral programme preferences and YTB makes the final placement decision.
The accommodation model for PhD students follows the same graduate structure as the master's programme: free dormitory for the first year, then a monthly housing allowance for subsequent years (6,000 TL in Istanbul or Ankara; 5,000 TL elsewhere). Combined with the 9,000 TL monthly stipend, this provides financial stability throughout your doctoral studies in Türkiye.

You must have a minimum academic achievement of 75% across your prior degrees. You must hold a master's degree or be in your final year of master's study at the time of application. Strong research experience - publications, thesis work, conference presentations - strengthens your application significantly, though there is no mandatory publication requirement.
The scholarship is open to citizens of all countries except Türkiye. You must not currently be enrolled in a Turkish university at doctoral level, and you must not have previously held a Türkiye Scholarships award at the same level.
