Hertie School

Master of Public Policy (MPP)

Berlin, Germany Taught in English Open to international students

About the Program

The Hertie School's Master of Public Policy is a two-year, full-time programme taught entirely in English that prepares students to analyse policies, assess policy innovations, and evaluate solutions to governance challenges. It draws on economics, political science, law, and sociology, and trains students in both quantitative and qualitative methodologies. A practice-oriented project course, usually delivered in collaboration with a public policy institution, confronts students with a real-world policy challenge. Students choose between two concentrations: Policy Analysis, which focuses on statistical, econometric, and behavioural economics tools for governance; or Governance and Leadership, which covers strategy, change management, and organisational design. A portfolio of elective courses allows students to deepen expertise in a specific policy field. The programme is structured over 4 semesters, with foundational courses in the first semester, concentration and project work in the second, a summer internship (or optional Professional Year) between years, and elective courses and a Master's thesis in the third and fourth semesters. The programme is offered at the Hertie School in Berlin, Germany.
